The African Forum for Utility Regulators (AFUR), recognised by clause 110 of the New Partnership for Africa’s Development (NEPAD) framework document and whose objectives are generally in consonance with the NEPAD initiative, is a voluntary organisation of 28 African utility regulators. In conjunction with the AUC, it is working towards getting more members and the establishment of regulators in countries where they are yet to be established. It was formally established in November 2002 in Pretoria, South Africa. AFUR’s vision is to be the African Forum for effective utility regulation with the mission of facilitating the development of effective utility regulation in support of Africa's infrastructure development.
The general objective of the capacity building programme in support of the AFUR was to contribute to the development of effective power sector regulation in Africa through facilitating the harmonisation of regulatory policies, as well as an exchange of information and experiences amongst regulators. The project consisted of providing technical assistance and capacity building to the AFUR Secretariat and to its members, through two studies and several training sessions and workshops.

The team was composed of two key experts (Team Leader and Power Sector Regulation Expert) as well as two local power sector consultants (in charge of the collect of the information in the country that is part of the study), an administrative assistant and 6 men-months of short-term experts.

Review and assessment of the organisation of the power market in Ghana, Senegal, Cameroon, Uganda and Zambia: energy policy review (responsible bodies, scope, and objectives), energy laws and procedures, general description of the electric system (degree of electrification, grid code, distribution system etc.)... at the end of the study, a workshop was organisation in the Gambia (June 2010) for 100 participants from more than 30 different countries

Review and comparison of supply and electricity selling prices in Ivory Coast, Niger, Cameroon, Tanzania, and Namibia: general energy outlook, general country data, tariff system, electricity supply costs, subsidisation and cross-subsidisation etc. At the end of the study, a workshop was organised for 100 participants from 30 different countries in Kenya (March 2011)
