In France, when constructing Places of Assembly (PA) or a group of more than two residential dwellings, the regulations require the Project Owner to use an approved body to carry out a Technical Inspection of Construction (CTC) and to coordinate the Health and Safety Protection (SPS) required for the workers on-site (SPS coordination).
Building effectively comprises three principal phases: the design phase, the construction phase and the acceptance phase.

During the design phase, the Engineer coordinates the work of the architect, and the structural, thermal, acoustic, fluid and electrical design offices in the design of the building and to compile the Contractor Consultation Dossier (CCD) which will be used to consult different companies during the construction

After the consultation and contract awards, the work is carried out by the designated companies

When the work is completed, acceptance assures the Project Owner that the construction complies with the initial statement of requirements and its transposition into the CCD.
APAVE has a role in each of these phases depending on the mission:

CTC – Technical Inspection of Construction: oversees compliance with best building practices, and technically validates the design, construction and work acceptance phases

SPS – Health and Safety Protection: defines the rules for coordinating the contracted companies on the worksite to supervise the workers’ health and safety, then monitors the application and updating of the coordination plan throughout the construction
APAVE’s role also facilitates communication between the project’s different stakeholders (Project Owner, Prime Contractor, Contractor companies, Services).

Technical Inspection of Construction (CTC):

Design: assists the Project Owner to optimise his decisions in the sensitive phase of the finalisation of the design document, participates in the project finalisation meetings, validation of the Building Permit (BP), File the Preliminary Outline (PO), the Detailed Design (DD) and the Contractor Consultation Dossier (CCD). Before issuing the call for tenders, an initial Technical Inspection report is supplied to the Client

Construction: construction start, worksite visits (in addition to the worksite meetings) to visually check the structures and equipment used, examination and validation of the technical construction documents (drawings, design notes, etc)

Acceptance: participation in the contractors’ tests, final inspection visits, issue of the final reports. The Final Technical Inspection Report is handed over to the Project Owner before work acceptance.
Coordination (SPS):

Design: drafting the general coordination plan for health and safety, preparation of the Dossier for the work, opens the Coordination Register when the contract is signed, definition of requirements regarding provision/installation and use of collective protection systems, lifting equipment, temporary access and general facilities (particularly electrical), stipulation in the written documents as to the distribution between the different trades or professions which will be working on the site, ensures that instructions are transferred to the construction phase coordinator.

Construction: organising and coordinating the simultaneous or successive activities of the different companies on the worksite (equipment, traffic and equipment circulation horizontally and vertically, health and safety instructions, etc.), verification of application of the coordination instructions defined in the plan, updating and adjustments of the general coordination plan, completion of the Dossier for future work and transfer to Client before acceptance.
