The objective of the mission was to assist the LEC (Liberia Electricity Corporation) and the SECE (Special Executive Committee on Electricity) with the development of all necessary technical documents to be used for the tendering of Production (one IPP concession), Transmission, Distribution and Customer Supply in the new electricity sector in Monrovia on the basis of a short and medium-term generation, transmission and distribution development plan. The technical assistance included production of design documents for the first phase of the MV and LV Distribution networks in Monrovia. The scope of work was divided into 5 parts:

Production: detailed description of site, facilities; feasibility study including cost estimates and risk analysis; technical standards for operation and maintenance; draft of tariff structure for generation

Main 66 kV Grid: feasibility study (demand forecast, required investment, risk analysis, cost estimates); technical standards for operation of main grid; technical documents for its construction including drawings, specifications and cost estimates

Main Grid Operator: Feasibility study, Distribution code for generator and supply concessionaires, terms of supply, drafting of tariff structure

Supply Concessions: technical standards for construction and operation, requirements for future expansion, terms of supply for customers, identification of concession areas and feasibility study for each one, drafting of tariff structure, design documents for MV networks.
