Description of Provided Services within the Assignment:

• Overall project management:

  • Support the EETC PIU (Project Implementation Unit) in developing Project Management procedures for the investment project;

  • Support the EETC PIU in elaborating a communication strategy and plan, and designing the information management process for the investment Project;

  • Support the EETC PIU in establishing and maintaining a Management information system during the project implementation period;

  • Assist EETC with the development, regular updating, reviewing and monitoring of the detailed Project Implementation Plan.

• Supporting the Promoter in tendering, selection and contracting of consultants and contractors:

  • Assist EETC with the monitoring / updating of the Project Procurement Plan, identifying potential risks and delays in meeting the Procurement Plan and proposing mitigation measures, as well as regular reporting to EIB regarding the status of the Project Procurement Plan;

• Provide advice to EETC PIU during the tendering and contracting process and report to EIB on evaluation of tenders and contract negotiations.

• Monitoring Supplies and Construction Quality and Progress;

• Project budget and expenditure monitoring;

• Review performance testing procedures and operational guidelines;

• Sub-project Completion and Certification;

• Transfer of “know-how” and provision of training to the PIU.
